I am so sorry to hear of Cecil's passing. Brother Talbot as my son's always called him during his visits was always a fine, distinguished individual when he came to our house to share his faith and educate my family. I even looked forward to his visits as I came to know him as a person who did good in this world. Just wanted to let u know that he will be missed

It is with great sadness that Cheri and I have learned of Cecil's passing. I always enjoyed talking with Cecil when he would stop by the NIS (now NCIS) Office where his wife, Helen was my office assistant when I was the Special Agent in Charge.
